Constitution of Chinese Student and Scholar Association at ASU

PREAMBLE

We the members of Chinese Student and Scholar Association, and subscribing to regulations and policies of Arizona State University, establish this Constitution to govern the matters within our organization.

Article I-Name

Section 1 The name of this organization shall be Chinese Student and Scholar Association, also known as CSSA, formerly known as Chinese Student and Scholar Friendship Association, Chinese Student-Scholar.

Article II-Purpose

Section 1 The purpose of this organization shall be to provide service to Chinese students and scholars, enhance friendships, exchange information and ideas, and encourage academic excellence through fellowship and active member participation in the Chinese community. To promote international recognition of China, introduce Chinese culture and tradition, and enhance relations with American students as well as international students. We will organize different student parties, celebrations of Chinese festival, Chinese student sports meeting, seminar and participate in activities organized by local communities.

Article III-Membership

Section 1 CSSA at ASU is a Chinese student organization at ASU. But the membership is open to all ASU students.

Section 2 Associate membership is limited to alumni, staff and faculty of ASU or Chinese community members, including Chinese student’s families.

Article IV-Duties of CSSA Officers and Officers

Section 1 The officers of this organization shall consist of:

One President: lead all of officers to run the organization;

Two treasurers: maintain the funds of the organization;

Two vice presidents: lead different departments;

One webmaster: maintain the website of CSSA;

Vice President of each department, including communication department, culture & entertainment department, new student department, sports department, surplices and transportation department, undergraduate department;

One coordinator of each student club.

Section 2 The President shall be the chief executive officer of ASU CSSA and shall exercise general supervision and provide overall control over its programs as well as prepare meeting agenda and chair its regular business meetings.

The Vice-presidents shall assist with the President in coordinating activities of other officers. Should the President leave office prior to completion of term, the VP shall assume office temporarily and schedule an election to appoint new President.

The Secretary shall be responsible for taking minutes for HCSSA meetings and for keeping official documents of the organization.

The Treasury and Fund Raising shall be responsible for maintaining the financial records of the organization, and for applying for or soliciting funding through various channels. Officers of this Committee as well as the organization president has the authority to write checks on behalf of the organization.

The VP for Network Communication shall be responsible for maintaining the electronic mailing list of the group, for timely posting relevant messages, as well as maintaining the Internet Homepage for the organization.

The Committee for Party events shall be responsible for organizing no less than two major parties during the year. It shall also be responsible for safe-keeping any party related CSSA properties, such as music and stereo systems.

The VP for Informal events and Sports shall be responsible for organizing various small-scale, regular, social activities, such as video series, informal gathering, and outings.

The VP for Public Relation shall be responsible for maintaining and promoting public relation efforts for the organization. This include, but not limited to, maintaining contacts with ASU-CSSA alumni, advisors, financial contributors, seminar speakers, as well as the news media and other Chinese student organizations in the area. The Committee shall also be responsible for maintaining contact with various Harvard offices and administration.

Section 3 Term of office shall be May 2008 to May 2009.

Section 4 Provision for removal of an officer shall be:

President can be removed by 2/3 votes inside CSSA.

Officers can be removed by the president.

Article V-Elections

Section 1 Election of president is held once a year. Only Chinese student at ASU can be the president candidate. The current president will be the election coordinator if he/she doesn’t join the election. Or, he/she should appoint one CSSA member to be election coordinator. All candidates should publish resumes and personal statements in the mailing list before the first day of election

Section 2 The election is valid if more than 20 CSSA member vote. Candidates must obtain a majority of all votes in order to be elected officer. Candidates must obtain a majority of all votes in order to be elected officer. In the event that no candidates receives a majority,

Section 3 Any member, excluding associate member, can vote via email in a week. The election coordinator should announce results in the morning right after the election. If no candidates receive a majority, a run-off shall be held between the two candidates with the highest number of votes, and it will be held for a week again.

Article VI-Meetings

Section 1 Regular meetings of the ASU-CSSA shall be called by ASU-CSSA president shall be held no less than once every three months. Announcements shall be made to all members by e-mail. These regular meetings are open to any members of CSSA

The President shall preside over all business meetings of the HCSSA. In the absence of the President, Vice-president shall preside.

Officers are required to attend CSSA regular meetings.

Special meetings of the CSSA may be called by at least four CSSA officers who shall so inform the President or Vice-presidents at least one week before the proposed date of meeting.

Article VII-Advisor

Section 1 There are two advisors in this organization.

Article VIII-Amendments

Section 1 The constitution may be amended by the president or by a vote of 2/3 members.
